We consider the use of the mathematical model of the correlation between the gross domestic product and the value of physical and human capital to assess the efficiency of investment in the types of capital in question. We offer formulae to evaluate the human capital in a region. Approaches to assessing the quality of human capital via the effectiveness of educational system and ways to manage the quality of training specialists are researched.
