We look at the problem of persistent interregional differences in funding the health care system and the unequal access of the population to healthcare services resulting from it. The results of comparative calculations of the shares of investments in the healthcare system from the consolidated budget of the regions and paid medical services to the population are given. The object of the study is represented by the regions of the North-West of Russia. The effect of COVID-19 pandemic is analyzed. We make a conclusion that regional budgetary policy needs improving.
