We look at the issues of creating and developing the organizations and industrial enterprises securing the country’s defence capability during Peter the Great’s reign. We demonstrate that the development of military production in Russia during the period in question laid the foundations for the domestic military-industrial complex, which later made a part of the unified industrial complex of the country specialized in the development and production of weapons and military equipment to supply the army and other armed units of the state.
